JACQUELINE G. COOPER is a member of the firm’s Supreme Court and Appellate practice group. Jacqueline practices primarily in civil, constitutional, and regulatory litigation, with an emphasis on constitutional, administrative and telecommunications law. She handles litigation at all levels of state and federal court systems, including the appellate courts and the United States Supreme Court.

Representative legal work includes:

  • Merits briefing in thirteen cases in the United States Supreme Court, including Alabama Department of Revenue v. CSX, Robers v. United States, United States v. Kebodeaux, Southern Union Co. v. United States, Ministry of Defense (Iran) v. Elahi, Brzonkala v. Morrison, and U.S. Term Limits v. Thornton
  • Numerous amicus briefs in the United States Supreme Court, including in United States v. Wurie, Atlantic Marine Construction Co. v. J-Crew Management, Inc., Kiobel v. Royal Dutch Petroleum, Rowe v. New Hampshire Motor Transport Association, and Stoneridge v. Scientific-Atlanta, as well as numerous petitions for certiorari and oppositions
  • Representing victims and insurance companies harmed in the September 11, 2001 terrorist attacks in federal appellate proceedings addressing foreign sovereign immunity, personal jurisdiction, and U.S. counter-terrorism laws 
  • Representing AT&T in FCC rulemaking proceedings, complex litigation and appellate proceedings addressing issues of administrative law, preemption, constitutional law and the Communications Act 
  • Advising wine and spirits wholesaler trade association on dormant Commerce Clause and preemption issues and filing several amicus briefs in the federal courts of appeals 
  • Representing home construction company in state court litigation and appellate proceedings addressing due process and arbitration clause issues 
  • Filing briefs in products liability cases addressing class action certification, Daubert and Frye issues, and punitive damages
