MARK O. NORELL is counsel in the firm’s New York office. His practice focuses primarily on matters relevant to the federal income tax status of interest on debt obligations of public bodies (tax-exempt and taxable). He has an exceptionally broad range of experience and works on financings for governmental entities and various non-profit and for-profit corporations in areas of government, university and health care financings, and financings for ports, housing, electric, solid waste and other utility systems, airports, and manufacturing facilities. He has also participated in workouts, interest rate swaps and hedges.
Mr. Norell advises clients on project financings, advance refundings, conduit financings, fixed and variable rate issues, derivatives, Federal Housing Administration-insured financings, debt portfolio restructurings, forward deliveries, matters involving the application of the original issue discount, contingent payment and reissuance regulations and private use issues applicable to tax-exempt bonds. He also works on securitizations and repackaging of tax-exempt bonds, proceedings before the Internal Revenue Service, compliance with rebate requirements applicable to tax-exempt bonds, and general tax matters for non-profit entities.
Mr. Norell is regularly a speaker at National Association of Bond Lawyers’ Bond Attorneys Workshops and has spoken at industry conferences and meetings.
