RICHARD L.A. WEINER is a partner in Sidley’s Brussels and Washington, D.C. offices and a member of the firm’s International Trade and Arbitration Group. He practices in the areas of EU and US regulatory law, international trade and international arbitration and litigation.
Mr. Weiner re-entered private practice after serving as in-house counselor on international trade to the European Commission. His practice encompasses issues of particular importance to clients doing business in the European Union and international firms doing business in the United States. He regularly counsels clients in connection with international trade and market access disputes, WTO litigation, international treaty negotiations, and EU and U.S. trade remedy proceedings. Mr. Weiner has been engaged by governments and stakeholders to advise on WTO concerns in sectors such as steel, aircraft, aircraft engines, electronics, automobiles and clean technology products.
Mr. Weiner has extensive litigation and arbitration experience, representing governments and companies in proceedings before the World Trade Organization, the U.S. Supreme Court, U.S., EU, and Asian administrative agencies, and other bodies. He successfully represented the European Union before the U.S. Supreme Court in the high-profile AMD v. Intel and Massachusetts/Burma litigations. He served as Chairman of International Dispute Resolution Associates, based in Washington, D.C., and was named an “Honorary Citizen of Mexico City” for devising a debt-for-environment swap for Mexico City, which was signed at the 1992 Earth Summit in Rio de Janeiro.
Mr. Weiner has written and lectured on international relations, international trade, EU competition law, telecommunications regulation and international environmental affairs. He features prominently in the EU and international trade rankings of the leading bar publications such as Chambers, The Legal 500 and Who’s Who Legal.
