ROB TORRESEN focuses his practice in the areas of export controls (both commercial and military), economic sanctions, and customs laws. He has extensive experience counseling U.S. and foreign companies in all matters that affect the movement of goods across national borders. His experience extends across the broad range of trade issues implicated by U.S., foreign and multilateral laws, measures and regulations.

Mr. Torresen assists clients in understanding and navigating the complex web of U.S. laws and regulations governing the exportation of goods, technology and services. With respect to dual-use goods, software and technology controlled under the Export Administration Regulations (EAR) administered by the U.S. Commerce Department, as well as defense articles, technical data and defense services controlled under the International Traffic in Arms Regulations (ITAR) administered by the U.S. State Department, he provides assistance with export jurisdiction and classification issues, licensing determinations, export clearance issues, the design and implementation of export compliance programs, and enforcement actions. In recent years, he has conducted numerous internal investigations and compliance audits of U.S. and foreign companies (to whom the U.S. laws are applied extraterritorially), including reviews relating to both ITAR- and EAR-regulated exports, reexports, and so-called “deemed exports”; U.S. sanctions against Belarus, Burma, Cuba, Iran, North Korea, Syria and Sudan; the former U.N. Oil-for-Food program for Iraq; and U.S. antiboycott laws. He has represented a wide variety of companies and individuals in both criminal and civil enforcement actions relating to export controls and economic sanctions.

In the area of customs law, he has extensive experience in tariff classification, valuation, rules of origin, marking, penalty and seizure cases, duty drawback, foreign trade zones and bonded warehouses, free trade agreements (e.g., the North American Free Trade Agreement), preferential tariff programs (e.g., the Generalized System of Preferences and Caribbean Basin Initiative), quotas and other import restraints. Mr. Torresen also assists companies engaged in Customs Service audits, compliance assessments and NAFTA verifications and has helped numerous importers to draft compliance manuals and implement import compliance programs.

Mr. Torresen is a frequent speaker and lecturer on export controls and economic sanctions and customs laws and regulations.
