Andrew Bremberg, HHS Landing Team Co-Lead
Andrew Bremberg co-leads the Department of Health and Human Services (HHS) Landing Team with Paula Stannard. Bremberg most recently served as policy director to Wisconsin Gov. Scott Walker’s presidential campaign, where he helped the governor design a proposal to repeal the Patient Protection and Affordable Care Act (ACA) and reform the Medicaid program. He also worked on Republican Mitt Romney’s 2012 presidential campaign, where he was responsible for coordinating development of Romney’s ACA repeal-and-replace plan.
Bremberg held a number of senior positions at HHS under President George W. Bush including, chief of staff in the Office of Public Health and Science, special assistant in the Immediate Office of the Secretary and special assistant to the executive secretary. Bremberg also has experience on Capitol Hill. He served as policy adviser and counsel on nominations to Senate Majority Leader Mitch McConnell (R-KY). In this role, he was responsible for serving as a liaison between conservative groups and Senate Republicans as they nominated candidates to federal boards and commissions, including the Securities and Exchange Commission.
Bremberg also served as a department manager at the MITRE Corp. for approximately five years.
Paula Stannard, HHS Landing Team Co-Lead
Paula Stannard co-leads the HHS Landing Team with Andrew Bremberg. Stannard is a project attorney in Alston & Bird’s Washington, D.C. office, where she focuses on healthcare regulatory advice related to the ACA, the Health Insurance Portability and Accountability Act (HIPAA) and health privacy, health information technology and food and drugs, along with other regulatory and administrative law issues in the healthcare sector.
On the issue of universal coverage, Stannard believes that “ensuring access to affordable healthcare is good, charitable, and morally right” but that “establishing a right to healthcare in statute” usually means that there is a “corresponding obligation … usually on the government, to provide it.”
Prior to joining Alston & Bird, Stannard served as the deputy general counsel and acting general counsel at HHS under President George W. Bush. In this role, she oversaw the food and drug, civil rights and legislation divisions in the HHS Office of the General Counsel. She also provided counsel and legal advice to the HHS secretary and other senior HHS officials.
Stannard holds a bachelor’s magna cum laude from Amherst College and a law degree from Stanford University. She clerked for the Hon. J.L. Edmondson of the United States Court of Appeals for the Eleventh Circuit.
Scott Gottlieb, MD, HHS Landing Team Member
Dr. Scott Gottlieb is a member of President-elect Trump’s HHS Landing Team, a practicing physician and a resident fellow at the American Enterprise Institute (AEI). His AEI research focuses on policies related to the Food and Drug Administration (FDA) and the Centers for Medicare & Medicaid Services (CMS), trends in medicine and medical technology development.
Dr. Gottlieb held a number of senior positions at the FDA during President George W. Bush’s administration, including deputy commissioner for medical and scientific affairs, senior adviser to the FDA commissioner and director of medical policy development. He also served as a senior adviser to the CMS administrator, helping to implement the Part D prescription drug benefit. Currently, he serves as a member of the Federal Health IT Policy Committee.
Dr. Gottlieb advises a number of pharmaceutical and biotechnology companies including GlaxoSmithKline and Tolero Pharmaceuticals, where he is a member of the board of directors, and Vertex Pharmaceuticals. Further, he is the managing director of T.R. Winston & Co., a privately held bank with a focus on healthcare, and a venture partner at New Enterprise Associates. Dr. Gottlieb also serves as a clinical assistant professor at the New York University School of Medicine. He holds a bachelor’s in economics from Wesleyan University and a medical degree from the Mount Sinai School of Medicine of New York University, where he completed his residency in internal medicine.
Eric Hargan, HHS Landing Team Member
Eric Hargan is a member of President-elect Trump’s HHS Landing Team and shareholder in Greenberg Traurig’s Health & FDA Business Practice. He focuses his practice there on healthcare regulations, government relations and transactions, all with a specific focus on healthcare sector transactions. Hargan also was a partner at McDermott Will & Emery and Winston & Strawn.
Prior to joining Greenberg Traurig, Mr. Hargan held a number of senior positions at HHS under President George W. Bush, including deputy secretary for HHS, regulatory policy officer and deputy general counsel. In these roles, Hargan helped to lead a number of federal health programs including Medicare; Medicaid; food, drug and medical device regulation; public health; medical research; and welfare programs.
Hargan also served as co-chair and convener of Illinois Gov. Bruce Rauner’s Healthcare and Human Services Transition Committee. He was later appointed to the Illinois State Health Improvement Planning Council and to the Illinois State Innovation Model Group. Hargan holds a bachelor’s from Harvard University and a law degree from Columbia University.
Nina Owcharenko, HHS Landing Team Member
Nina Owcharenko is a member of President-elect Trump’s HHS Landing Team and director of the Center for Health Policy Studies at the Heritage Foundation. In this role, she oversees the center’s work on healthcare reform, Medicare, Medicaid, children’s health and prescription drugs.
Owcharenko served as a congressional staffer for close to 10 years. She began her Capitol Hill career in the office of the late Sen. Jesse Helms (R-NC). She was legislative director to Heritage Foundation President Jim DeMint when he was a member of the House of Representatives as well as to former Rep. Sue Myrick (R-SC). She holds a bachelor’s in political science from the University of North Carolina at Chapel Hill.
Renee Amoore, HHS Landing Team Member
Renee Amoore is a member of President-elect Trump’s HHS Landing Team and the founder and president of the Amoore Group Inc., which provides public relations, government affairs and corporate consulting services. The company also offers numerous healthcare services including recovery audit contractor audits, healthcare advocacy, medical claims review, and billing and compliance audits through the affiliate Amoore Health Systems Inc. In addition, the company gives vocational, educational and life skills training to residents residing in at-risk communities through the Ramsey Educational Development Institute.
Amoore is the deputy chair of the Pennsylvania Republican Party and was a member of the Black Leadership Council for 2012 Republican presidential nominee Mitt Romney.She has expertise in treating individuals with mental illness and addictive disorders from her time as a registered nurse. She holds a bachelor’s and master’s in counseling and administration from Antioch University and trained as a nurse at the Harlem Hospital School of Nursing.
Marie Connelly Meszaros, HHS Landing Team Member
Marie Connelly Meszaros is a member of President-elect Trump’s HHS Landing Team and a policy analyst at the Committee for a Responsible Federal Budget. In this role, she is responsible for federal fiscal policy, healthcare, Social Security, tax and budget issues. She has co-written papers focused on the fiscal effect of presidential candidates’ policies, as well as accountable care organizations and telemedicine.
Prior to joining the committee, Meszaros served as a legislative assistant to Rep. Mark Sanford (R-SC), a member of the House Budget Committee. In this role, she was responsible for the office’s health, tax, insurance, and labor and employment portfolios. In addition, she served as counsel to the Cause of Action Institute, where she worked on cases related to healthcare data privacy and worked with state healthcare entities on ACA implementation. She has served as a pharmacy technician and a HIPAA compliance officer for a South Carolina-based medical group.
Meszaros is the co-founder of ReNew, a conservative strategy group for young professionals that is now part of the Conservative Reform Network. She was the research director to the Palmetto Family Council, a faith-based educational foundation in South Carolina. Meszaros holds a bachelor’s in biology from the University of South Carolina University and a law degree from the University of Notre Dame.
John Brooks, HHS Landing Team Member
John Brooks is a member of President-elect Trump’s HHS Landing Team and the department head of health policy at the MITRE Corp.. In this role, he is responsible for giving strategic advice to federal health agencies implementing the ACA, Medicare Access and Children’s Health Insurance Program Reauthorization Act (MACRA), IMPACT Act and other key healthcare legislation. Brooks is experienced in statutory analysis, regulatory development and alternative payment models.
Brooks was an associate at Vinson & Elkins and worked for a number of years at Raytheon as a lead integrated project manager, senior auditor and financial analyst. He holds amaster’s in business administration from Virginia Polytechnic Institute and State University as well as a law degree from the University of Virginia.
Kamran Daravi, HHS Landing Team Member
Kamran Daravi is a member of President-elect Trump’s HHS Landing Team and adviser to the United Nations Economic and Social Council. Daravi also advises the General Assembly of the United Nations Economic and Financial Council and the Social, Humanitarian Affairs and Cultural Issues Committee. He served as a graduate research assistant at St. John’s University, where he focused on health policy and food insecurity, and a research associate at Halo Healthcare, a medical device company that develops treatments for breast cancer.
Daravi holds a master’s in public health and a bachelor’s in biology from St. John’s University
Ed Haislmaier, HHS Landing Team Member
Ed Haislmaier is a member of President-elect Trump’s HHS Landing Team and a senior research fellow at the Heritage Institute’s Center for Health Policy Studies. Haislmaier has expertise in Medicare, Medicaid, healthcare tax issues, the pharmaceutical industry and price controls. He has published extensively on ACA repeal-and-replace policies focusing on health insurance regulation, including risk mitigation and employer-sponsored health insurance.
Before joining Heritage, Haislmaier was the director of healthcare policy at Pfizer and a health policy consultant. Haislmaier holds a bachelor’s in history from St. Mary’s College.
Demetrios Kouzoukas, HHS Landing Team Member
Demetrios Kouzoukas is a member of President-elect Trump’s HHS Landing Team and formerly general counsel to UnitedHealthCare’s medical and retirement group. He served as principal associate deputy secretary and deputy general counsel at HHS under former President George W. Bush.
Kouzoukas holds a law degree from the University of Illinois and a bachelor’s in political science from George Washington University.
Maggie Wynne, HHS Landing Team Member
Maggie Wynne is a member of President-elect Trump’s HHS Landing Team and the director of pilgrimage and visitor services at the Saint John Paul II National Shrine. Wynne has more than a decade of service at HHS in human trafficking issues under former President George W. Bush. She previously served as the director of victim assistance programs in its Office on Trafficking in Persons; the director of anti-trafficking in its Persons Division; special assistant; and legislative analyst, where she handled congressional relations on welfare reform, bioethics and services for refugees and human trafficking victims. Wynne also served as the director of the House of Representatives Pro Life Caucus.
