JOEL SINGER’s practice consists of a mix of government contracts counseling and litigation and corporate governance/general commercial transactions.
Mr. Singer has assisted clients in a broad spectrum of issues of federal, state and local government contract matters, including negotiating government contracts, subcontracts and teaming agreements, advising clients on government contract financing, cost principles and cost accounting standards, assisting them with Government contract compliance and ethics requirements, working with clients in listing their products and services on the GSA Schedule, advising them on technical data rights and small business issues, and defending them with regard to Government audits and investigations, including defective pricing and False Claims Act matters. Mr. Singer has also represented clients in bid protests, government claims prosecution and settlement and litigation and arbitration of government subcontractor claims.
Mr. Singer has particularly significant experience in international defense contracting, including foreign military financing (FMF), foreign military sales (FMS) and export controls. He has advised numerous clients, both U.S.-based and foreign clients (including foreign governments), on the complex requirements of international defense contracting. In this regard, Mr. Singer has often assisted clients in determining what constitutes foreign content vs. U.S. content, how to treat sales agents and how to otherwise structure a transaction in a manner that would comply with all the FMF/FMS requirements.
Mr. Singer also is experienced in a broad array of corporate business matters. He has handled general commercial transactions, agreements for technology licensing, services and purchasing matters, marketing and distribution agreements, joint venture agreements and limited liability company transactions. He also has handled complex issues relating to international transactions and other cross-border issues. He has represented U.S.-based clients in connection with their operations abroad, as well as foreign clients in connection with their investments in the United States.
Mr. Singer has lectured extensively in the U.S. and abroad and is the author of many articles and other publications.
