JIMMIE ZHANG is a managing associate in the Energy practice in Sidley’s office in Washington, D.C., where he focuses his practice on regulatory and compliance matters for a broad range of energy clients. Jimmie previously served as a legal and policy advisor to the Chairman and Commissioners of the Illinois Commerce Commission, where he advised on utility rate cases, innovative pilot projects, and transformational state energy policies.

- Represented a public utility in a series of rider cases and advised on its base rate case
- Advised multiple public utilities’ on their integrated resource plans
- Successfully defended a public utility against a complaint from one of its largest customers
