JIMMIE ZHANG represents a broad spectrum of clients on a variety of regulatory, enforcement, compliance, and transactional matters involving the U.S. wholesale electricity and natural gas markets. Jimmie advises energy companies and financial institutions on regulatory requirements under the Natural Gas Act, Federal Power Act, and various State regulations and statutes. Jimmie also advises energy traders and marketers on physical and financial wholesale power transactions, mergers and asset acquisition approvals, regional energy market rules and tariff requirements, and issues related to the design and operation of wholesale energy and capacity markets.
Jimmie also has experience with premerger analysis, review, and notification under the Hart-Scott-Rodino Antitrust Improvements Act.
Jimmie’s pro bono practice focuses on advising emerging growth enterprises that have a clear social impact in developing countries across Africa, Asia, Central and South America, and the Caribbean.
Jimmie previously served as a legal and policy advisor to the Chairman and Commissioners of the Illinois Commerce Commission, where he advised on utility rate cases, innovative pilot projects, and transformational state energy policies.
