GRIGORE ALEXANDRU is a policy advisor and provides strategic advice on the U.S. national security review process administered by the Committee on Foreign Investment in the United States (CFIUS). His work includes cases involving Foreign Ownership, Control, or Influence; International Traffic in Arms Regulations; and Export Administration Regulations.
Grigore joins Sidley with over ten years of government experience. Most recently, he served as Deputy Director at the Office of Foreign Investment Review at the U.S. Department of Defense (DOD). Grigore has been involved in reviewing approximately 1,000 CFIUS filings by companies domiciled around the world, including in China, and across all sectors including advanced manufacturing/materials, aerospace, artificial intelligence, biotechnology, energy, finance, information technology, satellite/space systems, and semiconductors. His caseload included investments from strategic investors, private equity funds, sovereign funds, and other investors.
During his time at DOD, Grigore was involved in all aspects of the CFIUS process, including reviewing CFIUS notices and declarations, conducting due diligence, authoring risk-based assessments, negotiating mitigation, and monitoring compliance efforts. Additionally, Grigore provided critical feedback and recommended courses of action to senior U.S. government officials. Finally, Grigore assisted with the development and implementation of the Foreign Investment Risk Review Modernization Act of 2018 (FIRRMA).
Grigore was recognized for his work on the PDSTI investment in Icon Aircraft by the China Business Law Journal for “Deal of the Year” in 2022.
Grigore was recognized among Foreign Investment Watch’s 2023 “Top Advisors.” According to Foreign Investment Watch, Greg is “[a]n expert on the national security review process administered by CFIUS, and has deep expertise on FOCI, ITAR, EAR, and other regulations.”
Grigore is fluent in Romanian.
