Biography

JESSICA SAMUELS focuses her practice on regulatory and compliance matters involving the Food and Drug Administration (FDA). Jessica regularly advises companies on navigating complex regulatory frameworks governing drugs, biological products, medical devices, cosmetics, food, and other products overseen by the agency.

While attending Harvard Law School, Jessica was a student fellow at the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics, and served as president of the Harvard Health Law Society. She also worked as a student-attorney at the Harvard Law School Center for Health Law and Policy Innovation, where she provided legal and policy analysis to national and state Medicare programs.

Jessica’s scholarship on the Modernization of Cosmetics Regulation Act of 2022 earned third place in the Food & Drug Law Institute’s (FDLI) H. Thomas Austern Writing Competition. 

Prior to joining Sidley, Jessica was a summer law clerk with the U.S. Department of Justice (DOJ) in the Vaccine Litigation Group.
