Biography

LIANYING WANG's practice covers the full spectrum of cybersecurity, privacy and data compliance matters in China, with a special focus on heavily regulated industry sectors, particularly the life sciences sector.

Lianying has been providing advice in the cybersecurity, privacy and data compliance areas in China since 2016 when the Chinese Government started to build its cybersecurity and data privacy regulatory regime. He counsels clients on setting up comprehensive privacy and data compliance programs in China, provides strategic advice in relation to data localization and security incident preparedness, and advises on Internet regulatory issues.

Lianying has focused his practice on a few highly regulated industry sectors that present the most complex and challenging data compliance issues: pharmaceuticals and medical devices, healthcare, insurance and banking services, and telecommunications. Through these experiences, Lianying has accumulated a deep understanding of the business practices, regulatory requirements and industry best practices in these sectors.

Lianying received advanced law degrees in China, Germany, and the United States. He is admitted to the New York Bar and holds the China Legal Profession Qualification Certificate. He is a native Chinese speaker and is fluent in English.

  • Advising a multinational pharmaceutical company on its data compliance program in China, which related to mitigating regulatory risks for collecting and processing personal information and dealing with data localization requirements under Chinese law.
  • Advising a world-leading cosmetics company on handling a data security incident affecting individuals in China.
  • Advising a multinational investment and financial services corporation on its comprehensive data compliance project in China, including data practice gap analysis, updating and developing internal and external policies and procedures.
  • Advising an international financial institution on data and telecom regulatory issues in connection with using cloud hosting services in China and cross-border transfer of data.
  • Advising an international financial institution on call center outsourcing arrangements and related telecom licensing issues in China.
  • Advising an overseas retail company on handling a data security incident affecting over 100,000 Chinese customers.
  • Advising a fintech service provider headquartered in the US on relocating its data centers from China to Australia.
  • Advising a startup company in North America on regulatory and privacy issues in connection with providing its SaaS solution to clients in China.
