On July 15, 2019, President Trump signed an executive order on maximizing use of American-made goods, products and materials (the EO). Building on two prior “Buy American” executive orders, the EO is the latest effort of the Trump administration aimed at maximizing the government’s procurement of American-made products. The EO is different from prior “Buy American” executive orders in that rather than focusing on enforcing existing Buy American Act rules, the EO proposes significant changes to the Federal Acquisition Regulation (FAR) and related supplements by the FAR Council to consider.
