
Biography
QUAN LU’s experience focuses on debt finance, structured finance, and asset securitization transactions, especially in the energy and infrastructure sector.
Quan has extensive experience representing both capital providers and borrowers in structuring, negotiating, and documenting financing transactions, including reserve-based lending facilities, direct and credit fund lending facilities, project financing facilities, sponsor-backed acquisition financings, first lien/second lien transactions, and sustainability-linked loans.
Within the oil and gas industry, Quan has financing experience in the oil and gas exploration and production, midstream, and oilfield services sectors. Quan also assists borrower and lender clients in the renewable energy space (including complex structured loans to solar energy providers and project financings to develop solar farms in South America) and on financing infrastructure projects (including, among other things, loans to finance the acquisition of a fleet of rail cars, loans to acquire and develop a coal-fired power plant, and acquisition financing to acquire a green waste disposal company).
Quan’s work has earned him recognition in Best Lawyers: Ones to Watch in America® 2026 for Energy Law and Banking and Finance Law.
Quan earned his J.D. from the University of Virginia School of Law, where he also assisted victims of domestic violence in U-Visa petitions through a pro bono partnership. In 2011, he received his Bachelor of Business Administration in Accounting and minor in Hispanic Studies from The College of William & Mary and graduated cum laude.

- Represented Toronto Dominion (Texas) LLC as administrative agent in a US$2 billion term loan credit facility for Energy Transfer Operating, L.P.

- Represented the builder and operator of a fiber optic cable from São Paulo, Brazil to New York in its credit facility transactions.
- Represented Ursa Piceance Holdings and affiliates in a DIP credit facility associated with Chapter 11 proceedings.
