
Biography
LIAM PASKVAN has extensive experience in assisting developers of both large-scale energy infrastructure and grid-scale transmission. He is skilled in negotiating complex project agreements, including manufacturing capacity reservation, power purchase, engineering, procurement, and construction (EPC), and generator interconnection agreements, as well as in providing legal oversight to clients at all stages of project life-cycle, including permitting and development, construction, and operations and maintenance.
Liam previously led the legal department of the nation’s first utility-scale offshore wind generation project and leverages that first-hand, in-house experience to best understand and meet the needs of his clients. He also previously served as a Special Assistant Attorney General in the Massachusetts Attorney General’s Office, where he worked on energy and environmental matters on behalf of ratepayers.

Representative Matters
- Provided comprehensive energy regulatory legal guidance for all federal matters affecting client’s development of an 800 MW offshore wind energy generation facility, including issues affecting interconnection and regional capacity market participation.
- Negotiated and structured EPC contracts supporting the development of client’s offshore wind O&M hub.
- Negotiated manufacturing capacity reservation agreement for state-of-the-art converter technology securing vendor performance and mitigating client’s supply chain risk.
- Represented generator in negotiations with off-taker through development, construction, and services term of first-of-its kind offshore wind power purchase agreement.
