Relaxation of Controls on Exports to Dual and Third-Country Nationals Proposed

On August 11, 2010, the U.S. State Department issued a proposed rule that, if adopted, will relax the controls associated with the export of defense-related items to non-U.S. entities that employ individuals of various nationalities. Such entities would instead be required to conduct due diligence on their employees to prevent diversions to countries subject to U.S. defense trade embargoes. Comments on the proposed rule were due by September 10th.
