Biography

NAOMI IGRA focuses her practice on navigating clients in highly-regulated industries through complex litigation, commercial disputes, and investigations. Many of her cases involve litigating issues related to FDA regulations. Her experience spans both civil and criminal matters, including antitrust and securities cases, contract disputes, trade secret litigation, consumer class actions, and cases brought under the federal False Claims Act. Naomi has also represented clients challenging federal agency action under the Administrative Procedure Act. Naomi’s practice often involves developing litigation strategy with scientific, regulatory, and commercial dimensions. Naomi has represented clients in domestic and international arbitration, in state and federal courts, and on appeal, including in the United States Supreme Court.

Naomi serves on Sidley’s pro bono committee and maintains an active pro bono practice. She has led multiple litigation teams representing immigrants and refugees in ground-breaking challenges to unlawful agency action. She also works with students in the Northwestern University Law School’s Supreme Court Clinic on pro bono matters in the United States Supreme Court.

During law school, Naomi completed a legal internship at Genentech, Inc., and studied at the Center for Transnational Legal Studies in London. Before law school, Naomi studied in China and earned a certificate of Chinese language and culture at Nankai University in Tianjin, PRC.

  • Obtained arbitration award in favor of medical device company in breach of contract case involving complex patent issues.
  • Successfully defended biotechnology company in international arbitration involving breach of contract claims that implicated scientific, commercial, and regulatory issues.
  • Defeated federal and state qui tam claims against pharmaceutical manufacturer in case involving alleged violations of FDA’s current Good Manufacturing Practice (cGMP) regulations.
  • Defended clinical-stage biopharmaceutical company in federal trade secret litigation.
  • Represented diagnostics company in international arbitration involving dispute over milestone payments for the development of gene sequencing technology.
  • Successfully defended pharmaceutical manufacturer in district court and the Seventh Circuit in high-profile antitrust suit.
  • Successfully represented the Biotechnology Innovation Organization (BIO) in an APA action against HHS to enjoin the “Most Favored Nation” drug pricing rule.
  • Obtained peremptory writ from the California Court of Appeal vacating personal jurisdiction ruling against pharmaceutical manufacturer.
  • Obtained dismissal of putative class action alleging federal antitrust and state unfair competition claims against pharmaceutical manufacturer.
  • Obtained dismissal of state law contract and unfair competition claims against multinational technology company.
  • Defended clinical laboratory in civil suit alleging anticompetitive pricing practices; obtained dismissal of federal antitrust claims and a majority of state law claims, resulting in settlement on favorable terms.
  • Drafted briefs in the United States Supreme Court for the Pharmaceutical Research and Manufacturers of America (PhRMA) as amicus curiae in Bristol-Meyers Squibb Co. v. Superior Court of California.
  • Developed litigation strategy for insurance company challenging regulations under the Affordable Care Act; drafted complaint leading to a permanent injunction that was affirmed by the D.C. Circuit.
  • Represented former chief executive officer of a biotechnology company on appeal from wire fraud conviction related to the reporting of clinical trial results.
