Biography
ROSA MORALES is a leading antitrust litigator who represents clients in high-stakes matters, including government enforcement actions, multidistrict litigation, and class actions. She also advises and represents companies and executives in sensitive antitrust investigations involving significant legal, business, and reputational risk.
Rosa has successfully defended clients in numerous “bet-the-company” litigations and trials involving allegations of price-fixing, monopolization, exclusive dealing, tying, bid-rigging, no-poach agreements, and wage-fixing. She regularly represents companies and executives across a range of industries, including healthcare, technology, financial services, pharmaceuticals, telecommunications, and consumer products, as well as public and private higher education institutions.
In addition to her litigation work, Rosa helps clients defend their business practices in antitrust investigations conducted by the U.S. Department of Justice, the Federal Trade Commission, state attorneys general, and congressional committees. She has recently advised clients on matters involving algorithmic pricing, artificial intelligence, and digital platforms.
An active leader in the antitrust bar, Rosa serves on the Executive Committee and as co-chair of the Private Litigation and Class Action Committee of the New York State Bar Association’s Antitrust Section. She also serves as vice chair of the Joint Conduct Committee of the American Bar Association’s Antitrust Law Section and is co-editor of its weekly newsletter, Quick Look. Rosa frequently speaks and writes on emerging competition issues and has recently presented for the American Bar Association, New York State Bar Association, Hispanic National Bar Association, French-American Bar Association, New York City Bar Association, and Columbia University.
Rosa has been recognized as a “Rising Star” (2025) by the Minority Corporate Counsel Association, a “Pro Bono Star” (2025) by Human Rights First, and a “Notable Leader in Law” (2024) by Crain’s New York Business. She was the inaugural recipient of the New York State Bar Association Antitrust Section’s Hollis Salzman Leadership Fellowship (2022).

- Princeton University in securing dismissal of putative class action alleging that the Ivy League Athletic Conference and its member schools unlawfully conspired to prohibit athletic scholarships.
- Samsung and Mozilla in liability and remedies trials in DOJ and state attorneys general online search engine monopolization lawsuit against Google, including securing rejection of proposed remedies that would have significantly harmed Samsung’s and Mozilla’s businesses.
- Various technology and mobile device companies in DOJ and FTC “Big Tech” investigations, including investigations related to general search engine services, artificial intelligence, cloud platforms, online payment platforms, online application stores, and mobile device operating systems.
- Ivy League school in investigations by Judiciary Committees for the U.S. Senate and U.S. House of Representatives regarding Ivy League admissions, tuition, and financial aid policies and practices.
- A major hospital system in a putative class action alleging a “no-poach” conspiracy involving healthcare workers in Central Pennsylvania.
- Global technology companies in investigations by the U.S. Department of Justice and state attorneys general involving digital advertising platforms, including allegations of monopolization, vertical integration, and data practices within the ad tech stack.
- A certified class of plaintiffs in the Northern District of California asserting anti-steering, tying, and monopolization claims; prevailed on appeal before the U.S. Court of Appeals for the Ninth Circuit.
- A federal district court as a court-appointed expert on economic damages in a reverse-payment antitrust case involving blockbuster pharmaceutical products.

Pro Bono
Rosa maintains an active pro bono practice, regularly serving as counsel in immigration, voting rights, constitutional rights, and housing matters. Most recently, she led a trial team in a multi-day evidentiary hearing that secured asylum for a survivor of sexual violence and gender-based persecution. In 2025, Human Rights First recognized Rosa as a “Pro Bono Star” for her “outstanding dedication and commitment to pro bono representation,” noting that she assembled a “compelling evidentiary submission and skillfully guided the case through two challenging and prolonged hearings” to secure this victory.
Rosa’s commitment to service extends beyond her pro bono work. She mentors first-generation and underrepresented attorneys and serves as an adviser to the Northern Manhattan Improvement Corporation and the New York City Opera, reflecting her dedication to civic engagement and the arts in New York.
