Biography
MANUEL VALLE represents clients in a broad range of appeals, regulatory disputes, complex commercial litigation, and government enforcement actions. Manuel has experience representing clients at each level of the federal judiciary, as well as before federal administrative agencies and in state courts.
Before joining Sidley, Manuel served as a law clerk for Associate Justice Clarence Thomas of the United States Supreme Court during October Term 2021. Manuel also served as a law clerk for The Honorable Judge Joan L. Larsen of the United States Court of Appeals for the Sixth Circuit and The Honorable Judge Edith H. Jones of the United States Court of Appeals for the Fifth Circuit.

Manuel earned his law degree with high honors from the University of Chicago Law School, where he was a Rubenstein Scholar and served as the book review and symposium editor for the University of Chicago Law Review. He received his B.A. in Latin and English from Hillsdale College, where he graduated summa cum laude.

- Representing state medical associations in multiple successful challenges to regulations implementing the federal independent dispute resolution process under the No Surprises Act. (E.D. Tex.)
- Representing fuel manufacturers in ongoing challenges to state electric-vehicle mandates under the Clean Air Act and the Energy Policy and Conservation Act. (D. Minn.)
- Representing biopharmaceutical services organization as amicus curiae in support of a challenge to a Department of Health and Human Services regulation permitting insurers and pharmacy benefit managers to exclude manufacturer-sponsored patient assistance from annual cost-sharing limits. (D.D.C.)
- Representing plastics manufacturer in successful appeal of district court decision interpreting a consent decree under the Clean Water Act. (5th Cir.)
- Representing specialty telecommunications company and global trading and investment firms as amici curiae in support of Securities and Exchange Commission order holding that wireless services are “facilities” under the Exchange Act. (D.C. Cir.)
- Representing trade association in successful challenge to the unlawful exclusion of many homebuilders from the Paycheck Protection Program. (E.D. Mich.)
