In 2020, Congress gave the Department of Health and Human Services (HHS) $178 billion to distribute to healthcare providers to cover their qualifying expenses and lost revenues attributable to Coronavirus. Armed with little direction from Congress except a mandate to distribute relief funds as quickly as possible, HHS built the parameters of the Provider Relief Fund program in parallel with the distributions of funds. After a year of evolving rules, the new administration has made additional programmatic changes. Despite some delay, the reporting process is open effective July 1, and under a lens of significant scrutiny, recipients of Provider Relief Fund payments must now be prepared to disclose how they used the government’s money.
