
Biography
ALEX CHONG has extensive experience in a wide range of capital markets transactions in Asia and other markets. He represents issuers and underwriters in initial public offerings, private placements, high-yield and investment-grade debt offerings, and offerings of convertible and exchangeable debt. He is also highly skilled in liability management transactions, including tender and exchange offers, consent solicitations, and general securities law matters. Alex advises clients throughout the Asia-Pacific region, including Indonesia, India, Singapore, Malaysia, Vietnam, Thailand, and the Philippines. His experience includes transactions involving a broad range of sectors, including real estate, technology, media and telecommunications, financial institutions, transportation, metals and mining, consumer products, and energy, oil, and gas. Prior to relocating to Singapore, Alex practiced in Hong Kong and London.
Alex is recognized in Chambers Global (2022-2024) and Chambers Asia Pacific (2022-2025) as an “Up and Coming” lawyer (2022-2023) and ranked Band 4 and Band 3 (2024-2025) for Capital Markets: International in Singapore and Capital Markets (International Firms) in Indonesia, respectively. - Boroo Pte Ltd as international counsel, advising on New York and U.S. federal securities law, in connection with its debut issuance of US$300 million 9.5% senior notes due 2032, issued pursuant to Rule 144A and Regulation S under the U.S. Securities Act. Boroo is a Singapore-headquartered mining company that operates and develops gold and copper mining assets in South America and Central Asia. Its flagship asset, the Lagunas Norte gold mining complex, is one of the largest gold mines in Peru.
- PT Indika Energy Tbk (Indika Energy), a leading diversified Indonesian company with a portfolio of businesses spanning the energy value chain and a variety of other sectors on its:
- offering of US$350 million 8.75% senior notes due 2029, concurrent tender offer for its outstanding 8.25% senior notes due 2025, and tap offering of US$105 million 8.75% senior notes due 2029.

- US$2.5 billion multi-tranche bond offering, comprising US$1 billion of five-year bonds, US$1 billion of 10-year bonds, and US$500 million of 30-year bonds.
- Inaugural US$4 billion multi-tranche bond offering, comprising US$1 billion of three-year bonds, US$1.25 billion of five-year bonds, US$1 billion of 10-year bonds, and US$750 million of 30-year bonds. Inalum is an Indonesian state-owned company that is transforming itself to be a strategic holding company that overseas all state-owned mining companies. This transaction was named “Debt Market Deal of the Year” by Asian Legal Business Indonesia Law Awards 2019.
