
Biography
JIM LOWE is an experienced antitrust lawyer who focuses his practice on merger and civil and criminal non-merger investigations. He is a skilled oral advocate for his clients at federal and state agencies and in trial court and appellate litigation. He regularly provides counseling on antitrust and related issues regarding distribution, licensing, and transactions. Jim has experience working with the Department of Justice, the Federal Trade Commission, the Departments of Commerce, Transportation, Defense, and Education, and other state and federal agencies. He regularly represents entities with competitive concerns about proposed transactions.
Jim’s clients are in a variety of industries, including oil and gas, forest products, paper, building materials, airlines, railroads, telecommunications and financial services. In addition to antitrust, he has practiced in general litigation and the areas of communications and transportation law. Jim has extensive experience in complex matter management.
Prior to joining Sidley, Jim practiced at a large law firm in Washington, D.C., with a prominent antitrust practice. He has gained recognition as a leader in his field by Chambers USA in the 2015–2025 editions for Antitrust. Jim was also listed in the 2006–2008 and 2011–2025 editions of Lexology Index and was selected by his peers in the 2009–2026 editions of Best Lawyers in America in the area of antitrust law. He was also selected as a Washington, D.C. Super Lawyer in 2011–2020. Jim spent the first four years of his legal career as a lawyer at the Antitrust Division of the U.S. Department of Justice.

Recent matters on which Jim has advised include:
- Lumen Technologies as antitrust counsel in connection with its US$5.75 billion sale of its mass markets fiber-to-the-home business in 11 states to AT&T.
- Arthur J. Gallagher in its US$13.45 billion acquisition of AssuredPartners from GTCR (pending).

Membership & Activities
Jim has long held leadership positions in the ABA Section of Antitrust Law. He was a member of the section’s Advisory Board on Section Reserves, and previously served on the Section’s Council from 2011 to 2014 and as chair of the Mergers and Acquisitions Committee from 2008 to 2011. Previously he served on the Nominating Committee for the section, was co-chair of the Sherman Act Section One Committee, and founding chair of the section’s Internet Committee.
