Biography

DANA DIAZ advises companies on government contracts and national security matters. Her practice includes regulatory counseling, investigations, transactional diligence, and disputes. She has extensive experience in government contracts and acquisition policy, after serving over 10 years in the federal government.

Dana works with clients to establish new General Services Administration (GSA) contracts, and she assists with System for Award Management (SAM.gov) and Commercial and Government Entity (CAGE) code registrations. Dana has assisted several clients with the Defense Counterintelligence and Security Agency (DCSA) on matters involving facility security clearances. She has successfully obtained higher ratings for clients disputing their Contractor Performance Assessment Report (CPAR) scores, and she has represented clients negotiating with the government to resolve disputes and Requests for Equitable Adjustment.

Dana also represents clients in False Claims Act matters, including qui tam litigation, and advises on cost accounting standards, pricing and disclosure obligations, and federal supply schedule and cyber security requirements. She guides clients through internal investigations, Inspector General inquiries, government audits, mandatory disclosure obligations, suspension and debarment issues, and related enforcement risks.

Dana has experience conducting government-contracts due diligence in connection with mergers, acquisitions, and investments. This diligence includes risk assessments and counseling on matters relating to small business representations.

Prior to joining private practice, Dana served as a Branch Chief in the Acquisition and Grants Office at the National Oceanic and Atmospheric Administration (NOAA). While at NOAA, she led training for Contracting Officers across the Department of Commerce on drafting fair CPARs. She also served as the lead for procurement data integrity, ensuring the accurate reporting of acquisition and grants data to the public. Dana served as a voting member on the government-wide board dedicated to managing and implementing changes to SAM.gov.

Earlier in her career, Dana worked as a Contract Specialist at the National Institute of Standards and Technology (NIST), awarding contracts, administering cradle-to-grave procurement support, and serving on technical evaluation panels.
