Experience
Representative Matters
Building on his global experience, Richard has handled trade remedies and market access issues in the U.S., Canada, Mexico, Colombia, Chile, the EU, Russia, China, Japan, Australia, India, Indonesia, Korea, Malaysia, Singapore, Taiwan and Thailand.
He has served as legal counsel to the European Commission in more than 50 legal matters, including more than 20 proceedings before the WTO and four matters before the United States Supreme Court, including the landmark Massachusetts/Burma and AMD/Intel litigations and efforts to bar imposition of the death penalty on juveniles.

Membership & Activities
- Richard is a member of the District of Columbia and California Bars and an Associate Member (B-List) of the Brussels Bar (Flemish Order).
- Richard served on the Board of Advisers of the European Institute, a leading transatlantic policy forum based in Washington, D.C. He also serves on the Board of Advisers of LearnServe International, a prominent Washington, D.C.-based service organization benefiting diverse local area high school students.
- Richard served as Chairman of International Dispute Resolution Associates, based in Washington, D.C., and was named an “Honorary Citizen of Mexico City” for devising a debt-for-environment swap for Mexico City, which was signed at the Earth Summit in Rio de Janeiro.
Pro Bono
Under Sidley’s Emerging Enterprises Pro Bono Program, Richard leads a team of firm lawyers providing pro bono counsel to the Kigali, Rwanda-based Akilah Institute for Women, East Africa’s only accredited college for women, as it establishes an innovative student tuition deferment program, the first of its kind in East Africa.
He is handling an application for asylum by a 25-year old Afghan student threatened by the Taliban for her support of equality of opportunity for girls and young women.
Richard was one of several lawyers from Sidley’s Washington, D.C. office who staffed a Ghetto Worker Payment Clinic at the Jewish Social Services Agency in Rockville, Maryland. The team helped five Holocaust survivors apply for a new German reparations program designed to compensate individuals who “voluntarily” worked in Nazi-controlled ghettos during World War II.
Richard was part of a team of lawyers and staff from Sidley’s Washington, D.C. office that regularly volunteers in Miriam’s Kitchen, a local homeless shelter.
