CFTC Proposes Federal Position Limits on Physically-Settled Derivatives

On January 30, 2020, the U.S. Commodity Futures Trading Commission (CFTC) issued a proposed rulemaking on speculative position limits (the Proposal).1 This Proposal marks the CFTC’s fourth attempt since 2010 at establishing new federal speculative position limits in commodity derivatives markets pursuant to the Dodd-Frank Act. The CFTC has indicated that this Proposal is one of its top priorities.
