
Biography
HARVEY LOU’s practice focuses on energy and infrastructure matters.
Harvey received his J.D. from the University of Pennsylvania Carey Law School where he participated in a pro bono program called the Animal Law Project (ALP), which focuses on protecting animals through the legal system. During his time in law school, Harvey also served as staff editor of the University of Pennsylvania Journal of Business Law.
Prior to attending law school, Harvey earned a B.S. from the University of Texas at Austin where he graduated with high honors and was on the dean’s list.
Harvey is business proficient in Mandarin Chinese.
Experience
Representative Matters
- USA Compression Partners, LP, in its US$860 million acquisition of J-W Power Company, a large privately held provider of compression services.
- A midstream company as borrower in connection with an amendment and maturity extension to its US$1 billion revolving credit facility.
- A midstream joint venture as borrower in connection with a US$750 million senior secured revolving credit facility.
- A fund managed by Macquarie Asset Management in its agreement to acquire a 40% equity interest in Diamond Infrastructure Solutions (Diamond) from Dow Inc. for approximately US$2.4 billion. Diamond provides specialist infrastructure services to Dow and other industrial customers at five Dow manufacturing sites in Texas and Louisiana.
- The Energy & Minerals Group in a US$465 million term loan “B” credit facility and a US$50 million superpriority revolving credit facility entered into in connection with the closing of a US$1.1 billion continuation vehicle that included EMG’s investments in core midstream infrastructure assets.
