U.S. President’s Working Group on Financial Markets Releases Its Stablecoin Report

On November 1, 2021, the President’s Working Group on Financial Markets (PWG)1, along with the Federal Deposit Insurance Corporation (FDIC) and the Office of the Comptroller of the Currency (OCC), released its long-awaited report on stablecoins (Report)2, in which it called for Congress to enact sweeping new laws to regulate stablecoin issuers, wallet providers, and related entities, designed to address risks presented by stablecoins. The Report urges federal regulators and the Financial Stability Oversight Council (Council) to take interim actions that, coupled with the legislative proposals, would have far-reaching implications for industry participants beyond issuers of digital assets. In addition, the Report discusses Securities and Exchange Commission (SEC) and Commodities Futures Trading Commission (CFTC) jurisdiction over certain stablecoins, digital asset markets, and decentralized finance (DeFi).
