Biography

JON ZUCKER is a healthcare regulatory and transactional lawyer who advises clients and investors on structuring, negotiating, and closing sophisticated healthcare deals and addressing complex regulatory challenges. He frequently serves as lead regulatory counsel for major acquisitions, mergers, joint ventures, strategic affiliations, and other arrangements. Jon brings both deep regulatory knowledge and a commercial, economics-trained perspective to every transaction. He is a trusted advisor to private equity sponsors and their portfolio companies, as well as to larger corporate clients navigating complex acquisition strategies across the healthcare industry.

Jon serves as ongoing healthcare regulatory and transactional counsel to a leading Fortune 500 healthcare company, advising across a broad and sustained portfolio of acquisitions, due diligence engagements, minority investments, and strategic transactions.

Jon advises clients on how key regulatory frameworks affect deal structure, valuation, and risk allocation including the Anti-Kickback Statute, the Stark Law, the False Claims Act, the No Surprises Act, corporate practice of medicine requirements, state and federal licensure, telehealth, coding/billing/reimbursement, and related federal and state regulatory issues. He also advises clients on the growing body of state healthcare transaction review laws reshaping how private equity and other investors approach healthcare acquisitions nationwide.

Jon graduated from the University of Pennsylvania Law School, where he served as the Bluebook editor/board member for the University of Pennsylvania Law Review. He holds a Master of Bioethics from the University of Pennsylvania alongside his J.D., giving him substantive grounding in the ethical and policy dimensions increasingly central to digital health, AI in healthcare, and life sciences investment. Prior to attending law school, Jon received a bachelor of science degree from Brown University, graduating magna cum laude, with concentrations in economics and neuroscience.

Community Involvement

Pro Bono

Jon also maintains an active pro bono practice. His pro bono projects have included assisting a client apply for asylum in the United States, representing a client in step-parent adoption proceedings and providing advice regarding family law issues, including domestic violence and custody situations.

Jon is part of a team that was recognized by Public Counsel with a 2019 Pro Bono Award for their work in Ms. J.P. v. Barr.
