Brittany A. Bolen

As former head of EPA’s Office of Policy, Brittany oversaw all aspects of agencywide (i.e., air, water, waste, and chemicals) policymaking and directly managed over 150 employees providing multidisciplinary knowledge in areas of regulatory development, environmental economics, environmental permitting, environmental justice, climate adaptation, community revitalization, voluntary standards, and sector-based engagement. During her time at EPA, Brittany was substantively involved in crafting regulations and guidance under each environmental statute and in developing major policy initiatives such as the Agency’s first Polyfluoroalkyl Substances (PFAS) Action Plan and Federal Lead Strategy. She also served as EPA’s Regulatory Policy Officer, leading negotiations for interagency review of significant EPA regulatory actions and coordinating EPA review of other federal agencies’ significant regulatory actions. In addition, Brittany served as EPA’s National Environmental Policy Act (NEPA) Official, overseeing EPA’s environmental review of other agencies’ major federal actions and coordination with the Council on Environmental Quality under NEPA.

Prior to her executive branch service, she served on congressional committees in both the U.S. Senate and House of Representatives, including as Counsel with the U.S. Senate Environment and Public Works Committee. On Capitol Hill, Brittany gained in-depth experience developing legislation, conducting oversight and investigations, and contributing to the confirmation process for presidential nominees.

Brittany has testified before Congress and is frequently invited to speak at large stakeholder events, industry panels, and federal advisory committee meetings.
